6th international Awqaf Magazine Conference
Ghazi WEHBI, Secretary General of AL WAKF RANCE and Executive Board Member of WORLD AWQAF FORUM, participated in the Waqf Symposium, organized by AWQAF Magazine, in collaboration with KPAF, IRTI, ISDB, NEWKUWAIT, AMAL in Strasbourg, September 15 and 16, 2018.
The theme was “WAQF AND COMPARABLE CHARITABLE STRUCTURES IN EUROPE FOR MORE HUMAN SOCIETIES”.
The items discussed in Saturday’s day focused on the legal, legal and administrative aspects of waqf in comparison with existing charitable systems in Europe. It was a question of shedding light on the problems encountered but also of providing the solutions to allow the waqf to flourish in Europe.

Speech of His Excellency the Ambassador of Kuwait
The symposium began with the reading of the noble Koran, followed by the intervention of His Excellency the Ambassador of Kuwait, His Excellency Sami Mohammad Al Sulaiman, who thanked the organizers, the awqaf associations present and the participants. He emphasized the fact that modern methods must be accompanied to help the waqf develop and also help the Islamic finance institutions in the West.
Then, in a very fraternal atmosphere, KPAF presented welcome gifts to the guests of honor.
Statement by the Vice-President of the CFCM
Mr. Annouar Kbibech, Vice-President of the French Cult of Muslim Worship -CFCM, then took the floor. After recalling that the waqf was established in the time of the Prophet Mohammad (peace and blessings upon him) so that the waqf is an institution intimately linked to Muslims and has played a very important role in the charity’s works. he stressed that this symposium is interesting in the sense that it highlights the organization of the Muslim community and their actions within civil society. The fundamentals are “how to ensure the financing of the Muslim religion? “. Waqf is important for France because it allows having a funding source that is transparent and allows all Muslims or Muslims who want to contribute to the welfare of society, in general, to do so. Unfortunately, it is a source of funding that is very little known and sometimes ignored. He ended by hoping that this symposium could shed light on the contribution of waqf for the financing of the Muslim religion because, in the current French context, the financing of the Muslim religion is a source of questions and controversies.
Speech Rida Elajami
Dr. Rida Elajami, Secretary General of WORLD AWQAF FORUM, Legal Expert, emphasized the need to have a website accessible to all waqf institutions that would allow to register and exchange on the waqf while providing tools practices on a global level. This would give a bigger boost to the waqf system and sustain all its actions across all international institutions.
Other interventions focused on the importance of waqf, its saving action for the Muslims of the world through the humanitarian, the charitable but also the teaching, the medicine.
Mr. Saqer A. Alsejari, Secretary General of KPAF
Also, Mr. Saqer A. Alsejari presented the exemplary heritage of Kuwait Public Awqaf Foundation (KPAF), as well as the range of works that this institution finances.
On Sunday, September 16th, 2018, workshops were held during which the speakers and participants were able to converse on the various evolutions to be made to waqf. Various points were raised such as the need to be precise and reliable in our actions because each work done by the Muslims are scrutinized. Also, it was highlighted that we had to be vigilant about the constitution of real estate assets and validate the profitability of buildings to meet the objectives given by the waqf and be able to pay the dividends. Regarding the difficulties encountered by the rise of waqf in Europe, it emerged that the waqf, like Islam, was the subject of doubt, a restraint by the financial institutions and public authorities.
At the end of this conference, the organizers took the floor to greet the participants and thank them for their presence at a gift-giving ceremony.
